Brief Description of Activities performed
The Backward Classes Welfare Department, a Department under the Govt. of West
Bengal is working towards sustainable development of the persons belonging to
the Schedules Castes, Scheduled Tribes and Other Backward Classes of West
Bengal. The main aim of the Department is to improve the quality of life of
these socially and economically backward classes and enhancement of capability
of the people belonging to these communities, so that they can be very much part
& parcel of the mainstream of the Society.
Main functions of the Backward Classes Welfare
Department are :-
to promote and implement educational schemes for upliftment, of SC, ST and Other Backward Classes including training leading to self-employment,
to supervise issue of caste certificates and enforce reservation rules in services & posts under the Government, Public Undertakings , Statutory Bodies , Universities , Colleges, Schools, Local Authorities, and Govt. aided offices and institutions.
to work for their social and cultural development
to implement schemes for their economic upliftment and development of Human Resources
to strengthen infrastructure and create community assets in SC/ST dominated areas.
to Grant of Old-Age (above 60 years) pension to tribal people living below poverty level
to Establishment and maintain of residential schools for SC / ST boys and girls students.
The infrastructural development programme for SC, ST and OBC communities include up gradation of village roads, bridges, construction and repair of school buildings, minor irrigation, drinking water supply equipment etc. A number of schemes like Mahila Samriddhi Yojana (MSY), Adibasi Mahila Swasaktikaran Yojana (AMSY) have been taken up to assist women belonging to backward classes to be self-dependent.

District Magistrate
The main function of all three
corporations is to provide financial assistance to backward class people in
specific projects.
Direct assistance is provided in the form of personal loan and grant through
collective development programmes in order to protect people
belonging to backward classes
from money-lenders. Various financial assistance are provided through the above
corporations for income
generation and socio economic
activities related to the improvement quality of life of the unprivileged
section of the society belonging to the
SC, ST and OBC.
A separate cell in the Department looks after the Reservation issues relating to
Scheduled Castes, Scheduled Tribes and Other Backward
Classes.
Key Statistics Top
The
Populations of SC and ST, according to the 2001 Census report, are 889894 and
203127 respectively, that is there 29.51%and 6.74%
respectively of the total populations in Birbhum District. Nine (09)
blocks out of nineteen (19) blocks have been identified as ITDP blocks having
232 nos. of Mouzas.

Construction, administration and maintenance of various types of hostels for Scheduled Castes, Scheduled Tribes and Other Backward Classes boys / girls separately including grants for maintenance of school attached hostels. |

Various types of Pre-Matric and Post -Matric scholarships , Merit assistances, Hostel Charges are paid to the poor students belong to Scheduled Castes , Scheduled Tribes and Other Backward Classes every year. Moreover Special Scholarship and one time Annual Grant are paid to the students whose parents are engaged in unclean occupation for spreading of their education from primary to higher level. |

The Infrastructural Development programmes under Article 275 (i) of the Constitution of India are running in 09 (nine) ITDP blocks in the District for the benefit of Scheduled Tribe communities . |

Moreover 69 (sixty nine) nos. school (Secondary) attached hostels with 3100 nos. hostellers are also running in the district. |

02 (two) Central Hostel for Scheduled Tribe Girls students at Suri and Nalhati are running with 110 students for their education at Secondary and Higher level. |
