Sarva Siksha Abhiyan (SSA)
SSA Programme aims at providing useful and relevant Elementary Education
to all children in the age group of 5 to 14 years. It is an effort to
universalize quality Elementary Education for all children by 2010 in a
mission mode. It has given stress to lay Micro Level Learning (MLL) for
improving Elementary Education both at the Primary and the Upper Primary
stage irrespective of caste, creed, location and sex with the following
activities: 1.
Integrated
Education for the Disabled (IED): IED
is an integral part of the programme working throughout the district with
the children with special needs to bring all disabled
students of age group 5 to 16 years under the umbrella of education to
achieve the goal of universalization of Elementary Education (UEE) by
rendering educational Teaching - Learning support with Special Educators
engaged by Non - Government Organizations (NGO) herein after called
District Level Resource Organizations (DLRO), aids & appliances,
monetary allowances, resource support, etc. (List
of Disabled Students under IED ) 2.
Pedagogy
& Integrated Learning Improvement Programme (ILIP): ILIP
programme has been taken in 333 no. of Primary Schools of the district for
giving due emphasis on joyful learning, group learning, co-operative
learning and creating learning environment to bridge gaps between
Learners' experience and Text Books. (Annexure
- 2b) 3.
Girls
Education (GE) & National Programme for Education of Girls at
Elementary Level (NPEGEL): Education
for girls, especially those belonging to the scheduled castes, scheduled
tribes and minorities is one of the prime concerns. Campaigns and
orientations are also launched in favor of GE. NPEGEL
programme has been introduced in Rajnagar and Dubrajpur Blocks with a view
to uplift female Literacy Rate and to bridge the gender gaps upto the
National Level. For improving the status of the girls students, grants for
infrastructure, Teaching - Learning Materials (TLM), sports equipment,
book are also provided. (Annexure
- 3) R&S
programme has taken Cohort Study (for both Primary and Upper Primary
Schools) to access school efficiency, comparative study, database study
and action Research to assess and activise on-going project activity. (Annexure

Community
Mobilization (CM): CM
generates educational awareness through 2108 Village Education Committees
(VEC) and 101 Ward Education Committees (WEC) with training and
orientation at all levels, drafts Children Register recording database of
the age group 0 to 16 years. (Annexure

Alternative
Schooling (AS): Alternative
Schooling (AS) runs Bridge Course Centres (BCC) and Rabindra Mukta
Vidyalaya (RMV) for mainstreaming the dropouts and never-enrolled
children. (Annexure

Management
Information System (MIS): MIS
Cell formulates DISE (District Information System for Education) for
making database from 404 Upper Primary Schools (under AI/S Sadar, Bolpur
and Rampurhat) and 2370 Primary Schools (under 32 CLRCs) of the entire
district for correlating School-data with community-based information for
micro planning and surveys. (Annexure - 7a,
7b, 7c & 7d) Civil
Works targets infrastructural development with New School Building (NSB),
Additional Class Room (ACR), boundary wall, major & minor repair of
existing school building, drinking water and toilet by investing 33%
Annual Budget expenditure of SSA, Birbhum. (Annexure
- 8a & 8b) Project
Management brings together planning, budgeting, accounting, financial
reporting, internal control, auditing, procurement, disbursement and the
physical performance of the programme with SSA Committee, Birbhum with the
help of Sub - Inspector of Schools (SI/S) / Circle Project Coordinator
(CPC) under 32 CLRCs and others. (Annexure
