1. Particulars of the organization (Bureau of Applied Economics & Statistics), Functions & Duties.
| Our Objective | |
| To collect, coordinate, collate and disseminate credible and timely statistics on different fields covering all sectors of the state economy, keeping pace with the changing technological and economic nets. | |
| To maintain close liaison with different departments, organizations and bodies of the central and State Governments in disseminating statistical information on various fields through a number of regular publications. | |
| Brief History & Background | |
| The Bureau of Applied Economics & Statistics, West Bengal, came into existence in the mid 1940’s when the erstwhile Government of Bengal decided to set up a Provincial Statistical Bureau (PSB) under the administrative control of the Finance department. In pursuance of this decision, a Government Order was issued under Finance (Audit) Department Memo. No. 1940(28)-F dated 06.10.1944. | |
| Since then, the name of the Bureau had been changed twice: first, from Provincial Statistical Bureau (PSB) to State Statistical Bureau (SSB) since 13.11.1950, and then to Bureau of Applied Economics & Statistics (BAE & S) with effect from 01.01.1969. | |
| The Director of Bureau of Applied Economics & Statistics is the head of the organization having its office at New Secretariat Buildings, Kolkata. Additional Director (HQ), Deputy Directors, Assistant Directors, Assistant Statisticians, Supervisors, Inspectors, Computers, Assistant computers, Assistant Investigators, Clerical and Group-D staff assists the Director at the Head Quarter. The Directorate has four separate Statistical wings VIZ (i) Agricultural Statistics Office (ASO) at 53, Dr. Sundari Mohan Avenue, Kolkata-700014. (ii) Industrial Statistics Office (ISO), (iii) General Statistics and Survey Office (GS&SO) in kolkata both are housed in the New Secretariat Building, “B” Block,1, Kiran Sankar Roy Road, Kolkata-700001 and (iv) Socio-Economic Survey Office (SESO) located at IA Block, 277/1 Salt Lake, Kolkata-700091. The Agricultural Statistics Office is headed by Additional Director and the remaining Three Offices are headed by Deputy Directors. | |
| In each of the 18 districts (Except Kolkata district), there is a district statistics office and they are headed by Assistant Directors who are assisted by Supervisors, Inspectors, Assistant Computers, Assistant Investigators, Clerical and Group-D staff in discharging their duties. | |

Activities of the Department
| Periodic Works : | |
| i) | Crop Cutting Experiments (CCE) for 19 major crops
in 4 seasons of the year under EARAS Scheme, viz, Bhadui, Winter, Rabi, &
Summer for crop yield estimation. |
| ii) | The field work for improvement of crop statistics:- |
| A sample check on area survey conducted by the primary workers. of DLRS e.g. Amins / R.I along with a check for CCEs are done parallelly with N.S.S.O (G.O.I.).throughout all seasons every year under the improvement of Crop Statistics Scheme. | |
| iii) | Cereal Consumption Survey Work:- |
| A survey to determine marketable surplus of Rice, Wheat, Mustard, Potato and Muskalai are conducted every year. | |
| iv) | Secondary data in prescribed formats are collected from all municipalities for preparation of municipal statistics as well as estimation of state domestic product every year. |
| v) | Secondary data on various parameters like climate, education, health, agricultural statistics, land, transport, tourism, revenue collection etc. are collected from various govt. / semi govt. /Non- govt.organisations / local bodies etc. for publication of district statistical Hand Book, Statistical Abstract, Economic Review every year. |
| vi) | Socio-economic survey on a variety of subjects are conducted in some selected sample mouza and urban areas on a matching sample basis with NSSO (GOI) for various rounds of Surveys of N.S.S.O.(G.O.I) as per schedules & instructions designed by NSSO(GOI). |
| vii) | Annual
Survey of Industries to determine gross value added (GVA) of
industries and some other estimates like employment, wages etc. are conducted
every year under the collection of statistics act 1953, in some selected
factories of the district on a matching sample basis with NSSO(GOI). |

Market price of daily use commodities, e.g., different food items, clothings etc. are collected in every fortnight from selected markets. Market prices of cattle are collected once in a month. Production data are collected from selected factories every month for preparation of Index of Industrial Production (IIP) as per requirement of C.S.O. (G.O.I.) |

In managing general administration, Rules and procedures as laid down in the West Bengal Service Rules Part-I & II,West Bengal Financial Rules-part-I & II, Treasury Rules and amendments made to them from time to time and orders issued by different departments of the Government of West Bengal from time to time are grossly followed. In connection with technical aspects of different surveys and studies, General instructions/guidelines/orders issued by Central Statistical Organization (CSO), Government of India are followed. Instructions issued by the office of the Director, Bureau of Applied Economics &Statistics, Kolkata and office of the Additional Director, Agricultural Statistics Office (ASO), Kolkata are followed in preparing principles on various technical and administrative matters. |

XV. THE PARTICULARS OF FACILITIES AVAILABLE TO CITIZENS FOR OBTAINING INFORMATION.
A large number of publications are disseminated by this directorate which can be purchased by any individual, institution or office from the sales counter at the 3rd floor in the office of the Director, BAE&Statistics, N.S.Buildings, Kolkata-1 on payment of prescribed amounts for the different publications. Apart from that, office of the Director, Bureau of Applied Economics and Statistics, Kolkata-1 has a library at B-Block of 3rd floor in the N.S Buildings which works as an archive for all different kinds of publications of this directorate published in all previous years and the same can be accessed by all sorts of data users with due permission from the officer-in-charge of the library. AS such the district office here has a very limited collection of different publications and the same are used grossly for the purpose of this office.However,this office can provide copies of District Statistical Handbooks published in every year containing various district level as well as block level information on various parameters in softcopies to data users in different segments on the basis of application received from them for such copies provided the office is satisfied about the use of the handbook by the concerned user.
