National Informatics Centre , Birbhum District Unit established on 1989 under the Planning Commission of Government of India. Name of Project: Treasury Computerization in West Bengal

    Project Details: 

    Objective

            The districts Treasuries are the basic fiscal units and the focal point for the primary record of the financial transactions of the government in the districts. NIC has been assisting with the state government since early 1990 for introducing for monitoring and decision making in the state financial matters in which the treasury offices are one of the most important components. The major objective of the system is to monitor, control and execute financial transactions (payments & Receipts) of the State Govt. in the Districts and compilation of financial statement/report for the State Govt. and AG. 

 

    Outcome

            Govt. Receipt Collection, Bill Passing.  Specified Computerized Monthly Accounts  from     Treasuries are  sent to AG and  DTA Offices periodically.

 

    Functionalities The main Features of Treasury Information System are :

o       Stamp Registry (Running only at RAMPURHAT Treasury Office)

o       Submission of Accounts to AG     

o       Pension Bill Processing  (Running only at RAMPURHAT Treasury Office)

                             

    Payment involves receiving of bills, Issue of tokens, Maintaining of fund availability for a DDO    

    on particular Head, Passing of bills, Printing of cheques, Delivery of cheques.

             Receipt involves Scroll Entry, edit and reports.

              Stamp Registry involves Processing Requisition and Delivery of different type of Stamps   to the  

              Stamp Vendors and  Public in general.  Procurement of Stamp from Govt. Authority. Monthly

               and Daily Reports.

               Accounts deals with Preparation of Daily and Monthly report of payment and receipt, List   of        

               cheques  delivered or undelivered, list of cheques printed. Other Works involves keeping the    

               account of cheque books, Allocation of cheques to  cheque writer, among others.

            Pension information for the Pensioners are maintained in the Treasuries. Treasury prepares

            monthly pension bills and sent to bank for disbursement of Pension to the pensioners.

 

    Target Group

All DDOs authorized by Govt. of West Bengal, Pensioners, Specified Banks, Finance & Budget Dept. of West Bengal Govt. AG (Bengal).

 

    Implementation Status

            At present, the On-Line Treasury Information System developed by NIC is running successfully at 3 different Treasury Offices in Birbhum since 1996.

               This  project is used for maintaining  information of 8000 Pensioners of Birbhum District in the Treasury.
               The S/W prepares monthly pension bills and sent to bank for disbursement of Pension to the pensioners.

 

        Outcome :        Generation of Pensions for Pensioners in due time every month.

Land Acquisition Information System was developed with the objective of processing acquisition cases faster for the benefit of the citizen as well as the Government with regard to savings on interest accrued due to long pending decisions.

LAIS has been implemented for Land Acquisition Award Calculation and Case monitoring System for Land Acquisition Cases under LA Act – I, Section-17 , Revival cases (from Act – II to Act – I) and non-revival cases (Act II cases) in all the Offices of Land Acquisition in the District Headquarters.    Name of Project: Consumers Disputes Redressal System (CDRS)

        User Department: Department of   Consumer Affairs and Fair Business Practices

        Project Details:

        Objective

            Consumer Protection Act confers jurisdiction on the commission in respect of matters where either there is defect in goods, deficiency in service or there has been an unfair and restrictive trade practice or in the matter of charging of excessive price. The act being a beneficial legislation intended to confer some speedier remedy on a consumer from being exploited by unscrupulous traders. To enhance the time for completion of cases and to allow the citizens to avail of e-governance facilities, the consumer court proceedings beginning with the birth of a case / complaint to the completion of the same, is required to be computerized. Keeping this in view, the Consumers Disputes Redressal System has been developed by NIC, WBSC and implemented by NIC-Birbhum District Centre, so that with the minimum number of adjudications the consumers can have their disputes solved in the respective Forums within minimum possible time. The management on the other hand also can have the latest status of court cases , can generate MIS Query & Report for better monitoring of the cases.

 

        Outcome

            The  Management of Court cases are being done in better way in a   systematic manner and          

            thus has increased the efficiency of the forums as a whole.

·        Since the cases are now solved speedily , thus saving the cost of the Govt. in many heads which the Govt. used to  bear upon earlier due to sustainability of the cases for long duration (e.g. payment to the lawyers and other recurring expenditure)

·        The categorization of cases based on Medical Negligence, Electricity etc can be done effectively and thus can be monitored closely.

·        Quick retrieval of  particular cases as and when required and taking Hard Copy related to the details of  the case( since origination till date ) & its Hearing details

·        Speedy Disposal of  court cases, since limitation has been made on the number of dates of Adjournment / Hearing and delivery of Judgement  is to be made within a stipulated period

·        Monitoring of  the status of pendency of the different categories of cases and the types of such cases

·        Automatic generation of unique  Identification Number for each case.

·        Single time entry for each case, be at reception or Dealing assistant.

·        Automatic generation of 1st   hearing date on the basis of available date and criteria i.e. assigning the Admission Date in case of Filed cases

    Name of Project: Cash Account of Legal Metrology (CALM) 

        User Department: Department of   Consumer Affairs and Fair Business Practices

        Interface: G2G

        Project Details

        Objective

As per  the Standards of Weights and Measures (Enforcement) Act, 1985 (No 54 of 1985) and for the fees realisable under Standards of Weights and Measures Act, 1976.), the ILMs( Inspectors of Legal Metrology) posted at each sub-division collects Fees from the Traders and issue Money Receipts(MR) and Certificate of Verification. The ILMs deposits the fees weekly on every Monday at SBI/RBI and Submits to ACLM (Assistant Controller of Legal Metrology) on monthly basis the weekly Reports . In case of  defaulters( traders) in such cases, a court case may occur and the money is then collected ( thro' compounding) from the traders thro' Duplicate Carbon Receipt(DCR) by the ACLM and submitted to Bank. The implication of the Software is to make a reconciliation between the money collected by the ILMs/ACLMs from Traders and submitted to Bank vs. actual revenue being earned by the Govt. in this process.

 

        Outcome

The Software is tested and shall be implemented at the O/O the CLM (Controller of Legal Metrology)/ ACLM /ILM  in each district in West Bengal. With the introduction of the Software , the discrepancy in figures if any between the fees  collected from the traders and that deposited in the bank will be found out and it will help the Government to earn more revenue.

    Name of the Project      : Computerization of Salary Accounts (COSA)

        User Department          :Offices of the DDOs in the State Government

        Objective :

            ‘Computerisation of Salary Accounts’ (COSA) has been developed with the sole purpose of standardizing salary accounts in the State. The objective behind COSA is also the easy implementation on Windows platform without investing on any additional systems software. NIC had put forward the idea of modifying some of its earlier statutory forms like T.R. Form 26 and different Schedules to make its contents compatible with those of Treasury Accounts and State Budget adopting the Finance Head of Accounts in Salary Bills.

 

        Outcome

            The Finance Department has decided to implement COSA vide DO NO 9491-F dated 20.9.2002 issued by Principal Secretary (Finance) in all the Offices of Drawing and Disbursing Officers. The functional aspects of COSA are

 

 Generation of Monthly Pay Slips, Pay Bills (Inner & Outer Sheets), Bill Extract, Input Statement and all other annexure as required by A.G. W.B. along with a Bill.

        Objective

The software on Letter &  File Monitoring System for Government offices has been developed with an aim  to  improve in tracking files and letters at the Government Offices

 

        Outcome

The software has been implemented successfully at the Consumer Affairs Department, Directorate of Land Records & Survey, Chief Ministers Secretariat.

 

        Functionality

The System helps to find out promptly the receipt / Dispatch letters. Letter Information can be find out by supplying the key information of a letter. The System also helps department to quickly find out the latest position of file / files being  transferred  within a department (in different sections) or other departments. File Transfer may be done by just two mouse clicks (Add & Save) and five selections. Optimal amount of data entry is required.

The Arms License Information System has been developed with an aim  to  minimize the processing time in effective manner of License Issue / Renewal and other allied activities in  the Government Offices

 

        Outcome

The software has been implemented successfully at the Judicial Munshikhana (JM) Section, Birbhum Collectorate and running smoothly since January, 2006.

 

        Functionality

The System helps to find out promptly the status of Application for New License, Renewal etc and it generates different Office Activities like Note sheet Generation, Letter to SP / Thana generation etc.

 The Public Grievance Redressal System has been developed with an aim  to  minimize the processing time in effective manner for recording and maintaining the updated record of a Public Grievance in a Government Office.

The software has been implemented successfully at the Public Grievance Cell, Birbhum Collectorate and running smoothly since January, 2006.

 

        Functionality

The System helps to find out promptly the status of Application for New License, Renewal etc and it generates different Office Activities like Note sheet Generation, Letter to SP / Thana generation etc.

     Name of the Project: Provident Fund  for Land Less Agricultural Labourers ( PROFLAL)
       User Department: Implemented in 19 BDO Offices in Birbhum District.

        Project Details

        Objective

 The PROFLAL S/W has been developed with an aim  to  minimize the processing time in effective manner for recording and maintaining the updated record of a Proflal Account at Block Level Office.

 

        Outcome

The software has been implemented successfully at 17 BDO Offices (in Two Blocks there are no PROFLAL Account Holder ) in the District since June, 2005. At present most of the BDO Offices maintains record upto the 2005-2006 financial year.

 

              Main Activities  – PROFLAL Data Entry, Calculation of Opening and Closing Balance, Scrolling for each
                                             financial year, Generation of Form-8, From-9, Monthly Deposits of Panchayat, Detailed
                                             Subscription paid by a PROFLAL subscriber etc.
